Mission:

North Eastern Indira Gandhi Regional Institute of Health & Medical Sciences mandate is:

  1. To provide high quality speciality and super speciality patient care services.
  2. To impart Post Graduate and Under Graduate medical and nursing education.
  3. To impart teaching in important branches of health.
  4. To undertake Medical and basic Community Health Research.
  5. To advice / guide / facilitate the North Eastern States in framing Health Policies etc.

Charter:

The Charter provide a framework and paradigm which enables one user to know

  1. The services that are available in the NEIGRIHMS.
  2. The quality of services they are entitled to.
  3. The means through which complaints relating to denied or poor quality of services can be redressed.

General Information:

NEIGRIHMS is a speciality teaching hospital under the Ministry of Health & Family Welfare, Government of India. The Institute is located at Mawdiangdiang about 9 kms from Shillong. The campus is spread over 273 acres of sylvan hills and is accessible form Shillong by Public buses and taxis.

The Institute has:

  1. Doctors - 142 (including 62 Senior Resident Doctors and 45 Junior Residen Doctors)
  2. Nurses - 345 (including Supervisory staff)
  3. Beds - 500 (including ICU & CCU beds)

The Institute is catering to 1,40,558 out patient and 13,138 in-patients annually.

Enquiries:

  1. Enquiry counter exist at the Reception Counter.
  2. A Medical Social Worker helps patients at O.P.D.
  3. Directional Sign boards are located at each floor for convenience of patients.
  4. All O.P.D patients are registered and issued a case sheet for recording history, symptoms diagnoses and treatment.
O.P.D Timing:

Casualty: 24 x 7

Hospital: Week days: 8:30 am - 12:30 pm Saturdays: 8:30 am - 11:00 am

Emergency Ward:

The Hospital has Emergency Wards staffed by Casualty Medical Officers which operate 24x7. The Casual and Emergency Ward has:
  1. Caters to medical trauma and medical emergencies round the clock.
  2. Emergency investigations are available for casualty patients round the clock.
  3. Provision for disaster handling.
  4. Facilities like wheel chair, stretches, patients trolley available at the entrance
  5. Snack bar, telephone, bathrooms, waiting area, police control room, driver’s rest rooms are available.
  6. Delivery services.
In case of emergencies (for example because the hospital is dealing with the victims of a major road accidents) operations may be cancelled but will be rescheduled at the earliest.

Super Speciality Services:
  1. Cardiology
  2. CTVS
  3. Urology
  4. Neurology
Speciality Services:

Anesthesia, Radiology, Microbiology, Biochemistry, General Surgery, Obst & Gynea, ENT, Orthopaedics, Ophthalmology, Pathology.


General Medicine, Paediatrics, Community Medicine, Radiotherapy, Forensic Medicine, Anatomy, Physiology, Skin, Psychiatry.

Blood Bank:

  1. The Institute Licensed Blood Bank stores whole blood and blood component.
  2. All blood is tested for HIV, HBV and HCV
  3. Timing - 24 x 7
Radiology:
The Radiology Department is equipped with the following Equipment
  1. 1.5 Tesla MRI.
  2. 1000mA X-ray.
  3. Digital Mammography System.
  4. Ultrasound Machine.
  5. C Arm unit.
  6. C.T. Scan is under procurement
Equipments and facilities available in other departments:
  • EEG, ECG, CATH LAB, Physiotherapy and Occupational Therapy Unit.

The Institute does not have a Nephrology Department at present. However, the Department of Medicine is providing emergency services to in-patient suffering from renal failure.

Intensive Care Unit

The Institute has an 11(eleven) bedded ICU equipped with ventilators and monitors.

Other Investigations

After OPD consultation, the treating physician will suggest various investigations.

Sample collecting timings:

  1. Certain specialized tests are done on selected days of the week.
  2. Routine tests are done free of cost and others specialities are charged.
  3. Payment to be made at identified counters and receipt obtained.

Laboratory Timings:

  1. Emergency 24 x 7.

Routine Investigation:

  1. Week days - 9:00 am to 2:00 pm.
  2. Saturdays - 9:00 am to 11:00 am.

Collection timing:

  1. Week days - 9:00 am to 2:00 pm.
  2. Saturdays - 9:00 am to 11:00 am.
All investigations for patient having BPL cards are provided free of cost. For other patients, investigations are charged for as per Government approved rates.

Indoor Treatment:

All patients admitted in General Wards of the Hospital having BPL card are provided treatment free of cost and also free diet. Each patient is given one Attendant Pass.

Visiting Hours:

Visitors are allowed only at notified visiting hours as follows:
  1. 7:00 am - 8:00 am.
  2. 12:00 noon - 1:00 pm.
  3. 4:00 pm - 6:00 pm

Facilities for Senior Citizens:

  1. Separate Counter for Registration

As per Guidelines of the Ministry of Health & Family Welfare the clinicians in the hospital are advised to prescribe drugs by generic name only.

The Institute is implementing the following National Programmes. Details are available with the Medical Superintendent:
  1. Janani Suraksha Yojna (JSY).
  2. Rashtriya Arogya Nidhi scheme (NIAF)
The decision to Admit a Patient rest with the treating Doctor.

Public Facilities:

The following facilities are available in the campus:
  1. Snack bar located near the casualty ward.
  2. Bank, ATM, Post Office, Grocery Shop located at the Public Utility Block.
  3. The Hospital Pharmacy is located near the OPD. It provides drugs prescribed by the Institutes Doctors at MRP.

Responsibilities of Users

  1. The success of this Charter depends on the support we receive from users.
  2. Please follow the Rules and Regulation of the hospital.
  3. Please do not argue with the Security Guards, show your passes when asked for.
  4. Please help in keeping the hospital and the surrounding neat and clean.
  5. Please conserve water and electricity.
  6. The hospital is a no Smoking Zone.
  7. Please use the hospital facilities with care and do not damage / spoil hospital property.
  8. Beware of touts and unauthorized persons.
  9. Please provide useful feedback and constructive suggestion. They may be addressed to the Medical Superintendent or Deputy Medical Superintendent.
Complaints and Grievances
  1. Please do not hesitate to register your complaints. It is our objective to serve you better.
  2. The Deputy Medical Superintendent is the Designated Grievance Officer. Each grievance will be duly acknowledged.
  3. Suggestion / Complaint Box are provided at various locations in the hospital.
